Northrop Grumman is seeking a Quality Engineering Manager to join our team of qualified, diverse individuals and lead the Quality Engineering department that supports production and sustainment operations at the Life Cycle Sustainment Operations (LCSO), Mission Systems sector in Elkridge, Maryland. This position will report into the Quality & Mission Excellence functional organization and will support all programs and contracts. Defines and monitors mission assurance program specifications and processes to ensure mission success of programs. Performs or assures quality, risk management, safety, reliability and maintainability of program achievements, subcontractors, and suppliers in accordance with contractual requirements. Assesses program performance and risks, and determines resources to ensure mission assurance. Develop, modify, apply and maintain quality evaluation and control systems and protocols for processing materials into partially finished or finished materials product. Collaborate with engineering and manufacturing functions to ensure quality standards are in place. Devises and implements methods and procedures for inspecting, testing and evaluating the precision and accuracy of products and production equipment. Design and analyze inspection and testing processes, mechanisms and equipment; conducts quality assurance tests; and performs statistical analysis to assess the cost of and determine the responsibility for, products or materials that do not meet required standards and specifications. Audits quality systems for deficiency identification and correction. Ensures that corrective measures meet acceptable reliability standards, and that documentation is compliant with requirements. May specialize in the areas of design, incoming material, production control, product evaluation and reliability, inventory control and/or research and development as they apply to product or process quality. Roles and Responsibilities for Quality Engineer Manager: - Monitor and track SAP and GOLD deliveries and rejection metrics for the site, and implement critical process improvement to ensure the highest quality product is delivered to the customers - Communicate risks and opportunities to management and programs on products - Provide Manager oversight for quality engineer group, input for mid-year and end of year performance, provide hiring and training of new engineers, and provide conflict resolution - Attend management product status weekly meetings, relay priorities and direction to quality engineer team - Meet and work with DCMA on as needed for the quality engineer product issues for product selloff - Manage overtime for the group and provide weekend support when needed, and review and approve time charging for quality engineers - Provide headcount and hiring forecasts - Conduct audits and support third party audits of the facility - Ensure that correct and effective metrics are utilized to improve product compliance. - Identify quality problems, issues, and defects through root cause investigation and corrective action implementations - Support assigned programs by identifying quality requirements as defined by the contract. - Enforce quality and operational requirements as defined by our in-house processes and NGMS quality manuals to program management, engineering, and manufacturing. - Enforce in-house Quality and Operational requirements for compliance to ISO-9001.2015, AS9100 Rev D, and In-house Operational Manuals. - Actively pursue corrective action to ensure compliance to our contracts, processes, and procedures. - Develop and maintain activities/metrics to support the Quality Assurance activities in pursuit of Quality tasks. - Provide guidance to peers and management in the pursuit of quality excellence. - Develop and maintain customer satisfaction. - Ensure compliance of our deliveries to our customers both for schedule and quality. - Coordinate FAIs for sell-off and in-process inspection when needed. - Use and identify various measuring and inspection equipment that will increase efficiency and provide accurate defect recognition - May monitor and verify quality in accordance with statistical process or other control procedures. Basic Qualifications: Bachelor's of Science in a STEM (Science, Technology, Engineering, and Mathematics) related field with 8+ years of relevant experience in Quality/manufacturing; or 6 + years in quality or manufacturing with Masters degree and a Bachelors degree in a STEM filed. 3 + year team lead or direct supervision role Ability to obtain and maintain a DoD Secret security clearance US citizenship required Preferred Qualifications: Experienced with dispositioning hardware for quality related issues in a manufacturing facility. Experienced with Material Review Board (MRB) process. Experienced with electrical or mechanical design requirements and specifications. Experienced in Quality and Mission Excellence applications. Green/Black Belt Certified in Lean Six-sigma. Experienced in Data Analytics and Statistical Analysis methods and techniques. Experience using Microsoft Excel, Minitab, Tableau or equivalent tools for statistical analysis. Experienced with Root Cause Corrective Action (RCCA) techniques. Experienced with Quality Notifications, Production Orders and Purchase Orders. Experienced working knowledge of inspection tools, methods and techniques used for hardware reviews, validation and inspections. Working experience of SAP, ISE, GOLD and CADSTAR. Experience with ISO9001 or AS9100 Quality Management System and AS9102 First Article Inspections (FAI). Salary Range: $135,800.00 - $203,600.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
