[Remote] Senior CAPPS HR/Payroll Functional Analyst / Systems Analyst
Note: The job is a remote job and is open to candidates in USA. The State of Texas CPA (Comptroller's Office) is seeking a highly experienced Senior CAPPS HR/Payroll Functional Analyst to support the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This role involves serving as a Subject Matter Expert (SME) for over 100 state agencies, providing leadership for system enhancements and compliance initiatives.
Responsibilities
- Serve as CAPPS HR/Payroll SME for statewide ERP operations
- Support over 100 Texas agencies utilizing CAPPS
- Gather business requirements and create Functional Design Documents (FDDs)
- Interpret State of Texas policies and translate them into system configurations
- Provide Tier 2 support for statewide CAPPS agencies
- Support P1 and P2 Major Incidents
- Coordinate with Managed Services Tier 3 vendors
- Monitor and manage batch jobs using Run My Jobs (RMJ)
- Configure HR business units, positions, job codes, compensation, and workflows
- Manage AWE workflow configuration and maintenance
- Support integrations and customizations
- Participate in upgrade testing and deployment activities
- Ensure compliance with NIST and State of Texas security requirements
- Support SOC-1 audits and regulatory compliance initiatives
- Maintain multi-tenancy security standards
- Coordinate annual CAPPS Disaster Recovery exercises
- Validate backup and recovery procedures
- Document recovery results and compliance reporting
- Develop and maintain CAPPS strategic roadmaps
- Drive process improvements and modernization initiatives
- Present recommendations to executive leadership and steering committees
Skills
- 15+ years supporting State of Texas agencies such as: HHSC, CPA, TXDOT, DFPS, Other Texas State Agencies
- 10+ years supporting CAPPS HR/Payroll (HR/PY)
- 10+ years of PeopleSoft HCM 9.2 experience
- 10+ years supporting large statewide ERP environments
- 10+ years working directly with Texas state agencies
- Extensive system configuration experience
- Functional design and solution architecture experience
- Tier 2 Production Support experience
- Major Incident Management (P1/P2) support experience
- Disaster Recovery planning and execution experience
- Fiscal Year-End processing experience
