Summary: The Agile Evaluator provides independent assessment, oversight, and evaluation of Agile software development activities supporting MyNavy programs, applications, and enterprise information systems. The position evaluates Agile processes, software development performance, program execution, and delivery outcomes to ensure alignment with mission objectives, Department of the Navy requirements, and Agile best practices. The Agile Evaluator serves as a trusted advisor to Government leadership by assessing the effectiveness of Agile teams, identifying risks and impediments, validating compliance with program objectives, and recommending continuous process improvements that support successful delivery of mission-critical capabilities.

Responsibilities

Essential Job Functions: Evaluate Agile software development efforts supporting MyNavy applications and enterprise systems. Assess compliance with Agile frameworks, including Scrum, Kanban, Lean Agile, and DevSecOps practices. Review sprint planning, backlog management, release planning, user story development, and stakeholder engagement activities. Assess the effectiveness of Agile ceremonies, including daily stand-ups, sprint reviews, retrospectives, and backlog refinement sessions. Analyze Agile performance metrics, team velocity, sprint outcomes, defect trends, and release readiness. Evaluate software quality assurance, testing, configuration management, and deployment processes. Identify risks, schedule impacts, process gaps, and opportunities for continuous improvement. Develop findings, recommendations, and corrective action plans to improve program performance. Prepare assessment reports, executive summaries, and briefings for Government stakeholders. Support program governance, quality assurance reviews, and independent verification activities.

Qualifications

Necessary Skills and Knowledge: Strong analytical, organizational, written, and verbal communication skills. Minimum Qualifications: Bachelor's degree in Information Technology, Computer Science, Engineering, Business Management, or a related discipline. Current Certified ScrumMaster (CSM) certification issued by the Scrum Alliance, or equivalent Agile Scrum Master certification. Minimum of three (3) to five (5) years of experience supporting Agile software development, software project management, software quality assurance, program evaluation, or related information technology programs. Demonstrated experience working within Agile development environments supporting software delivery initiatives. Experience evaluating project performance, Agile team effectiveness, and software development processes. Preferred Qualifications: Experience supporting Department of Defense (DoD), Department of the Navy, or Federal Government software development programs. Familiarity with MyNavy applications, personnel systems, readiness systems, or enterprise business systems. Knowledge of Agile maturity assessments, DevSecOps, CI/CD pipelines, and software development lifecycle (SDLC) methodologies. Additional certifications such as:PMI Agile Certified Practitioner (PMI-ACP) Project Management Professional (PMP) SAFe Agilist (SA) ITIL Foundation Pay and Benefits The salary range for this position is $95,000 to $135,000 annually.
