Water & Infrastructure Practice Leader

Location: Flexible / Hybrid Employment Type: Full-Time, Senior Leadership Industry: Environmental Consulting Environmental Consulting & Technology, Inc. (ECT) is seeking an experienced environmental consultant to lead our Water Resources & Infrastructure Practice. The Practice leader will build, guide, and scale the vision, strategy, technical capabilities, and growth of this practice focused on a diverse portfolio of water-related projects. This role advances ECT’s mission to support traditional water management infrastructure for drinking water, wastewater treatment, and groundwater, and provide leadership in the assessment and management of industrial and power generation discharges to surface water. As a senior leader, you will collaborate across ECT’s markets and service lines to grow our technical capabilities and expand our national presence in the water infrastructure market. The Water Resources & Infrastructure practice connects technical practitioners with diverse backgrounds (professional engineers, hydrologists, environmental scientists, water quality specialists, etc.) across the country to build upon ECT’s past performance in this market. The role will integrate environmental and civil engineering expertise to manage, design, and improve built water systems.

Key Responsibilities

  • Provide strategic direction for ECT’s water resources and infrastructure practice, aligning technical delivery, market opportunities, and long-term business goals.
  • Advance capabilities in hydrology, hydraulics, stormwater management, water and wastewater systems engineering, watershed planning, and utility/asset management.
  • Establish standards for technical quality, innovation, project delivery, and client service.
  • Provide subject matter expertise to staff through mentorship and engagement.
  • Build and maintain strong client partnerships with federal, state, municipal, and private-sector clients, providing trusted, solutions-oriented guidance.
  • Coordinate and lead multidisciplinary teams, ensuring project quality, technical excellence, and operational efficiency.
  • Identify and pursue strategic growth opportunities, including proposal leadership, teaming strategies, and market development.
  • Support talent development, strengthening technical depth, internal capabilities, and future leadership.
  • Represent ECT through thought leadership, technical presentations, and engagement with industry organizations and networks.

Qualifications

  • Bachelor’s degree in civil or environmental engineering, Water Resources, Environmental Science, or related field (Master’s preferred).
  • 15+ years of experience in water resources, wastewater, stormwater, drinking water, or infrastructure consulting.
  • Professional certifications preferred (P.E., P.G., etc.)
  • Demonstrated leadership in business development, client management, and team oversight.
  • Strong technical expertise in hydrology, hydraulics, water/wastewater systems, water management infrastructure design, stormwater/MS4 permitting, water quality, water infrastructure planning, and asset management.
  • Experience in successfully responding to public procurement opportunities.
  • Excellent communication, organizational, and interpersonal skills.
  • Self-starter with the ability to track and respond to market trends, and to effectively lead personnel throughout the country in growing ECT’s water resources and infrastructure practice.
  • Ability to think strategically, collaborate effectively, and support integrated delivery across ECT’s markets and service lines.
